Lead and Copper Rule (LCR / LCRI)
40 CFR 141 Subpart I (§§141.80–141.91)
Action-level rule driven by 90th-percentile tap sampling. Exceeding an action level triggers corrosion treatment, public education, and service-line replacement — not an MCL violation. The 2024 Lead and Copper Rule Improvements (LCRI) lower the lead action level to 0.010 mg/L effective November 1, 2027, and require a service-line inventory plus replacement plan.

Ground Water Rule (GWR)
40 CFR 141 Subpart S (§§141.400–141.405)
Applies to ground-water systems (and consecutive systems on ground water). Requires triggered source-water monitoring after a total-coliform-positive distribution sample, assessment monitoring in some cases, and corrective action for significant deficiencies or fecal contamination. Systems with 4-log virus treatment get reduced monitoring.
- Triggered source-water monitoring after TC-positive routine samples
- Corrective action for fecal indicators or significant deficiencies

Filtration and disinfection requirements for surface water and GWUDI: turbidity performance standards, Giardia/virus/Cryptosporidium removal or inactivation credits, watershed control, and disinfection profiling. LT2 adds source-water Cryptosporidium monitoring with bin classification driving extra treatment.

Groundwater Treatment (OEBGD §4.12)
OEBGD §4.12
DoD groundwater systems: disinfection, triggered monitoring, and corrective-action requirements structured around the same 4-log virus treatment concept as the federal Ground Water Rule.
- Disinfection to 4-log virus inactivation where required
- Triggered source-water monitoring on coliform positives
- Corrective action for fecal contamination or deficiencies
Surface Water Treatment (OEBGD §4.11)
OEBGD §4.11
Filtration plus disinfection for 3-log Giardia, 4-log virus, and 2-log Cryptosporidium; filtered-water turbidity ≤0.3 NTU in 95% of samples (max 1 NTU); CT tables in Appendix 4A.
- Filtered turbidity: ≤0.3 NTU in 95% of samples, max 1 NTU
- Disinfection CT tables (Appendix 4A)
- Watershed control and covered finished-water storage

Federal PFAS limits as applied by DoD
2024 PFAS NPDWR (89 FR 32532), applied to DoD systems via the Dec 4, 2024 DoD policy
The December 2024 DoD policy applies the 2024 federal PFAS MCLs to DoD-owned drinking water systems in the United States — including potable systems not regulated under the NPDWR (as policy, not as a regulatory requirement). Where fully promulgated state or local PFAS rules are more protective, those apply instead.

Off-base private wells — July 1, 2026 guidance
ASD(EI&E), “Clarifying Guidance for Taking Interim Actions to Address Releases of PFOA and PFOS from DoW Installations Impacting Private Drinking Water”
Where PFOA/PFOS from installation activities impact off-base private drinking-water wells, the Department may take interim actions — including alternate water — while a permanent remedy is developed. Navy installations (e.g., NAS Whiting Field, Jacksonville-area installations) are actively sampling private wells under this framework.
Systems outside the U.S. — Sept 28, 2025 policy
ASD(EI&E) memorandum, “Policy for Monitoring and Treatment of PFAS in DoD Drinking Water Systems outside the United States”
Overseas installations complete PFAS monitoring by April 26, 2027, mirroring the domestic timeline. Host-nation standards reported under the May 2020 and January 2020 PFAS data calls may impose additional requirements — check the installation FGS.
U.S. DoD-owned systems — Dec 4, 2024 policy
ASD(EI&E) memorandum, “Policy for PFAS Monitoring and Treatment in DoD-Owned Drinking Water Systems in the United States”
- Initial monitoring complete by April 26, 2027 (community and non-transient non-community systems per NPDWR frequencies; non-NPDWR potable systems twice in 12 months).
- Ongoing compliance monitoring from April 26, 2027; trigger levels set at half the MCLs (half the Hazard Index for mixtures).
- MCL compliance by April 26, 2029, judged on the running annual average (RAA).
- Sampling by EPA Method 533; systems monitor all analytes detected by Method 533, not just the six regulated PFAS.
- Consumer Confidence Reports include detections at/above trigger levels; Tier 2 public notification (30 days) for MCL violations.
- Cancels the July 11, 2023 DoD PFAS sampling memo.
Cleanup prioritization — Sept 3, 2024
ASD(EI&E), “Prioritization of DoD Cleanup Actions to Implement the Federal Drinking Water Standards for PFAS”
Under the Defense Environmental Restoration Program, PFAS removal actions are prioritized at three times the MCL, with long-term remedial actions targeting the MCLs as final cleanup levels (or site-specific levels set with regulators where background exceeds them).

Build your binding-limits table: pick the baseline, add your own standard (an FGS, a state rule, client limits), and see the strictest value win for every parameter. Example: Romania FGS sets lead at 0.010 mg/L vs 0.015 in 40 CFR 141 — your binding limit becomes 0.010. Your comparison is saved in this browser and can be sent straight into the Monitoring Planner.

Your comparison is saved in this browser. Open Step 3 and it will offer to apply it — then add the system background and historical data to get the schedule, gap check, and future suggestions.

Final Governing Standards (FGS) are the country-specific environmental rules for U.S. DoD installations overseas — the overseas counterpart to the OEBGD. This is a private library: whitelisted emails only, not part of the Pro trial.
Screen your data against these limits
Drop a lab datasheet into the Water Quality Data Analyzer (Step 2) — exceedances are flagged against the federal MCLs and action levels automatically.
Turn limits into a schedule
The Compliance Monitoring Planner (Step 3) takes your system background and these same rules and produces a system-specific monitoring plan — routine, reduced, and increased schedules with CFR citations — and can compare federal, OEBGD, and your own custom limits side by side.
Compare your own standard — Pro
Bring a state standard, a host-nation FGS, or a client-specific limit set: drop it in and see the strictest value win, parameter by parameter, against the federal and OEBGD tables above. Built for consultants juggling multiple jurisdictions.
